2001 Windstar steering wheel stops turning 1/2 way through a turn.

I have a 2001 Ford Windstar Sport SE and sometimes when I am driving and try to turn I will get 1/2 way through the turn and the steering wheel will not be able to go any further, so I have to straighten the wheel and then try again. It seems like water makes it happen worse, cause when I drive through a puddle 99% of the time this happens.

I hope this problem has had some professional attention. I suspect the steering rack ... but it may be belt related. Anyway, get it inspected by someone who knows what they are doing ... important stuff!

My 96 did that when I had a bad belt tensioner and dirty pulleys. If I hit a puddle the belt would allow the power steering pump to stall if you attempted to turn the wheel more than 1/4 turn. replaced the tensioner, cleaned all pulleys and replaced the belt and it's ok now.
