Fuel pump test port ? 1996 4.6 L

Is there a test port in the engine bay for the fuel pump on the 96 4.6 L. I looked around quickly but didn't see one. My Lincolns sister the Crown Vic won't start. It's been bitterly cold here in the single digits. It seems like it's not geting fuel. I installed a locking gas cap so those sob's cant steal gas from this one. So I am good on fuel. I swaped relays around for the fuel pump, still nothing. I've also checked the fuel shut off switch. It's been so damn cold here with the wind chill factor in the negatives. I haven't spent more than 5 min trying to start it. The bat is great in the car and cranks strong. I still need to check for spark as well. The car always started great, but I haven't started it in a few months. It dosen't look like any one has stolen any parts off of it. That has been a problem in the past, since I park my project cars in lot with the rest of the junk.

If you're referring to the pressure relief/test port.. it's midway on the drivers side fuel rail. Should be covered w/an aluminum cap.

I was just wondering if there was a quick way to put power to the pump from under the hood, like some GM cars. If it's like the Lincoln, I can pull the back seat and get at the connector. Or some thing like that. I could press on that valve and see if any fuel sprays out. I guess it's possible that my fuel line is frozen. I should have tried to start it yesterday when it was in the 50s. It's back to the negative wind chill factor stuff today.
