That's a bit of plagiarism from the Daily Show, the most honest network show on US politics. It's a comedy show, of course.
There was a Bush speech a while ago, where Bush described Saddam in the following words. "He's an evil man!" So ever since, the US media has used the term here and there, and the Daily Show has mocked its use. "When confronted with the reports that the inspectors had not found any weapons of mass destruction, or an facilities with the capability to produce them, Bush responded with 'We're tired of playing games of hide and seek. The game is over' Bush also added 'And he's an evil man!'" As someone who is exposed to the full force of the US propaganda machine on a daily basis, I find it quite entertaining
