Did mechanic tell me right about power steering issue?

98 Breeze.

Had a whine when starting up. Mechanic says it was related to a filter in the power steering.

He says that in fixing the problem it was necessary to replace the reservoir too, as part of the process of replacing the filter. I authorized that, but I am wanting to know if the mechanic told me correctly.

Thanks.
