95 CV runs too cool

Are these cars known for poor heaters in the winter months? I have done everything I can think of. Replaced the thermostat with factory OEM, new radiator(it was leaking),flushed system according to the manual so no air is trapped. I have the radiator blocked, and it still runs below half on the temp gauge. It will climb up to halfway when I start it cold, and then when she is warmed up it will stay at about 1/4 from the bottom and blows lukewarm air.
I am stumped

I am wondering if the new stat from the dealer is bad?

Have you warmed it up and put your hand on the heater hoses to see if they are hot??.If they are both not hot you have a air lock .To remove the air lock take the top heater hose off the core side when engine is off. Pore anti freeze in till it starts to run out of the heater core /then put hose back on .Check your rad cap.have it checked for pressure.

Been there, done that. New rad. cap as well. I give up on this POS.

might be due for a new fan clutch.

Ford have had bad thermstasts or it could have been dropped. I would recheck it first. Could be stuck open.Take it out see.That car should just about cook you out of it.

Yup, To check it start the car cold let it run for two minutes and take a look at the fan, it should be spinning at a slower speed then the water pump pully.
