Radiator Cooling Fan not coming on

Whent to service center for high voltage output they tested alternaoor and battery did scan this is mt third attemp to fix they said Radiator Cooling Fan is not working they said reco harness ,shorting out when fan (cooling fan) is activated relay says no makes engine load telling to go into higher output also send rong signal to trans i hear load humming from rear sound to be near fuel tankin humming is overvoltage to fuel pump it`s a station wagon 94 cutlass don`t no where to start looking on harness is there any way to test fan at radiater or relays or switches this is like neddle in a hay stack any suggestion would be helpfull with this they think it all steming from one problem unit or harness but nothing shows up on scan other then hi voltage codes set in airbag and antlock have felling it in ,ecu/pcm if i purchase a acutron OBD I and OBD II enhanced and CAN scan tool CP9190 seen one on ebay around 250.00 to tell me if ecu/pcm is still all right , already spent that much at olds dealer with there gm scanner 90 dallars 3 times plus new alterater and relayes at auto zone hope to solve before i`m in the poor house still haven`t yet found my no voltage to rad fan relay yet see it has two fans one pull one push is one like for air cond don`t understand resion for oene push one pull that why i mondering if i have bad ecu/pcm dont no how to test ether one done lot of searching wire all test fine anyone have a sugestion please leave comment

please remove this when i summited post said i was`nt singned in so i reposted when i whent back to forum post it had 2 postings i don`t see any way i could delete post thanks

I merged your two posts.

If your relays are original, I'd start by replacing those(for the cooling fan). Then start testing voltages with the key on from the fans to the coolant temp sensor and back to the fuse box and ecu/pcm.

Also the grounds play part into this.
