Wiper Stuck

This morning my front wiper blades were frozen to winshield thought i gave them enough time to defrost but when i hit the wipers the driver side got hung up a bit and the passenger blade came over and stoped the driver side blade from moving when i unstuck them the passenger worked fine but the driver side isn't stoping where it needs to it goes right over and hangs off the side of the truck. If any might know what happend or how it can be fixed please let me know

I did some more research and removed the wiper arm. The arm and the shaft are both smooth no grooves at all. I read on here that you can put a small piece of sand paper between the arm and tighten it back down and it worked wiper now stops in the right place.
