Horn not working

i opened the hood and checked teh relay switch and i use my knife to make the relay touch the metal and the horn sounded off. but i cant get the horn to work on teh steering wheel. so i popped of the cover and the metal insite is rusted. could this be the problem that theres not a good connection? otherwise maybe some wires or bad between teh steering wheel and the relay switch.
