brake lights

can anyone tell me if i hve missed anything i have no brake lights but i do have tail lights, i also have no 4 way flashers but i do have turn signals, i changed bulbs, brake light switch and checked fuses but the situations remains the same, can the neutral safety switch be the gremlin in all this or am i overlooking something, also where is the turn signal relay located, i can hear it coming from near the sterring column. but cant pinpoint where....please help me

The fuse panel is located on the left side of the instrument panel. To gain access to the panel, pivot access door downward.
The hazard flasher is located under dash panel, left side of steering column.
The turn signal flasher is located under dash panel, right side of steering column.

this information is the most detailed that i have ever gotten, thanks for the help, i did find a short in my flashers and am in the process of getting it repaired..... and my brake lights are now working...again thanks for the help
