2000 Dodge neon brakes

I bought brake pads (Wagner) ThermoQuiet pads today, and they come with these little shims. How do I use these? Must I get my feeler gauges out, or is there some little work around or guess work I can do? This is on a 2000 Dodge Neon, with 2 disc/2 drum, I'm working on the front disc. Also, anyone know why the rotors are so damn expensive? 17 a piece for my lumina, which are bigger, and vented, yet O'Reilly wants 40 a piece for the neeners rotors. Thanks!
