Is the $20k your budget for the entire project including the NEW car and parts? If this is just your budget for the car, how much do you expect to spend on parts? With limited budget, you need to prioritize your needs (wants). Is the exterior look important, awesome paint job? Do you want a fast car that does well in the straights? Or, more of a rally car that can corner, too? Are you looking at a classic American muscle car for street racing? Or, a japanese "ricer"? Or, a German ass-kicker?

If you're new at this, I would suggest starting with a Honda or Acura cuz those will be easiest to learn on. And don't get a new car for this either cuz its a waste of money. Build up a CRX or a Civic and learn how everything works.
