what numbers are on japanese Osaka province plates?

hey all, as u might know, the 2 or 3 small numbers at the top of a japanese number plate, determin the province or area that vehicle is from, if there is anyone out there, living in japan, or who might know which number indetifies the "Osaka" province, i would really appreciate it.

The small numbers indicate the vehicle class, but the kanji characters next to it tell you where the car is registered. If you are going to print your own decal, this might come in handy.
