fuel filter problem

my civic idles high when i put it in nuetral and slow down, when i stop it idles high and then drops to normal when it sits, this is my fuel filter correct ? anyone ?

What makes you think it is a fuel filter? It does not sound like a fuel filter problem to me, usually if the filter goes it starves the car of gas, it does not usually increase the idle.

its a 97 civic si (ps im in canada), i hear if the fuel filter is choked it pulls in more fuel when its starving ?

it revs only when i shift from a gear and put it in neutral, when im in gear and slow down for a light i put it in neutral and roll to a stop it still revs high untill it sits for about 30 secs then they drop to normal

might be dirty iacv too (idle air control valve)
