Dash Lights off... help

My dash lights or instrument panel lights whatever u call them are all off along with the indicator that says the doors are open. I dont have my owners manual but i checked all fuses under the hood and in the glovebox and non of them are blown. The reading lights, cd player lights, everything else seems to be working. Even indicators like low fuel and turn signals and all work just not the lights. Is this a bulb issue? Thanks in advance.
