Turn Signals Not Working---HELP!

I have a 95 Lincoln Continental. The Turn Signals are not working. If you push down (or up) nothing happens, everything else is working- even hazard lights. We were told to replace the Thermal Flasher- a cylindrical fuse type of thing. Ok, so WHERE THE HELL DOES IT GO??? We tore almost the whole dash off and cant find the damn thing. Is it possible that the box with all the electrical stuff in it- like a circuit board type thing (sorry i'm a chick) needs to be replaced instead or are we just not looking in the right spot? PLEASE HELP! Its very frustrating~!

P.S. I hear a noise a lot that sounds like it's pumping up the air in the suspension or whatever it is, it seems to be doing it a lot more often is than it used to, is this a sign of something bad thats gonna happen? Like I'll need to replace something soon?
And I dont mean to sound like a ditz but I know what I'm trying to say just dont have the right words for it!

Sounds to me like you have a leak in your air bags, and the longer they leak the worse it gets. If they've never been replaced it is time to do it. There are some who convert to coil springs instead of the airbags - for one thing it is cheaper, just as easy and also you won't have the leaking problem again. "They" say the car rides just as good with the springs.

So, in replacing the rear air bags, could you use the springs from a Taurus about the same year? I've got a 98 continental that I'm fairly sure is leaking.
