2002 wipers stuck in upright position

My PGP SE 2002 wipers stick in the upright position after turning them on.
We recently had snow and the morning after is when they stopped working correctly. Tried reseting the battery and fuses, but that didn't help. How do you fix this without paying $100 an hour at an automotive garage?
PLEASE HELP ASAP. It's snowing now!!!

Look at the tips and maintenance, there is a procedure to fix the wipers. The stop tab is bent that is why the wiper are in the upright position.

Please, how did you fix the wipers? I have the same car, same problem with wipers. How annoying!
