blown starter??

i went out to my car and tried to start it. just clicked a lil bit. so i figured it was a blown starter. went out and bought a new one. installed it. it just sits there and clicks. so i took it off and turned the key to see what it was or wasnt doing. the starter gear pops out but wont turn. anyone have any ideas as to what is wrong?

i took off the starter, and used jumper cables to test it, and the battery is fine, the starter is fine. we are fairly certain its the wiring between the battery and starter or the solenoid. but oreillys is too retarded to understand what i mean by starter solenoid. so im probably gonna have to take it to my mechanic.
