There is a CRX made over by Bizimoto you can find it at the IDRC website (at least it should be there still) that is all-motor and was running either 11s or low 12s on a D15B. Check it out that should give you an idea.

To squeeze that much hp out of a d15 will require it to not be really a d15 anymore. You will have to sleeve and bore it out to up the displacement. It won't be street legal if you want to get every last naturally aspirated horspeower out of the small d15. But doing up a d15 takes balls and a deep wallet.

I heard about a guy that had a D15B2 and ran a 10.7 1/4 mile. I can't remember his name but I know it's true. Go check it out on the www.dseries.org website and search for it. But I heard he has like a 20:1 compression ratio. Holy fuck! anywayz, yah check it out on that website. I think it's a 4 door too! but I can't remember. If you can get like 150 HP out of that D15B2, you can whoop a lotta ass in that thing cuz the engine is mad light and so is the rest of the car. That's what I plan on doin'. I wanna hook up my D15B2 cuz it's original and not many other people do it plus you can actually get it to go pretty fast. Do I smell a MAJOR SLEEPER?
