Squeal

A squealing noise is heard at slow speeds like when I let the clutch out into 2nd around a corner. also is heard sometimes at rest like waiting at a red light. As soon as I rev the engine or speed up the squealing stops. I think it maybe the drive belt is not expanding because of the cold weather. Please let me know your opinion of what this could be and how to fix it.
