throttle troubles, HELP!!

well ive know what the problem is so i dont need any theries just solutions..

my 99 civic sohc at times idles realy high, (2000,depending)
,if it sticks and stays that way i can check under the hood i push the throttle disk (cable around it) back and it closes the butterfly valve and idles at 5 - 600,
(i have a apc intake and the filter is a bit old prolly dirty but i dont think thats the problem.)
it also closes it if i pull up rather then pushing down on the gas peddle or if i pop off the peddle allowing it to slam it closed..
ive done alot of investigating and it seems the spring isnt pulling the valve closed on its own, i also lubricated just about every visible thing having to do with the throttle, losend , tightend and returned to orriginal possision. still the same problem exsists.

WHAT DO I DO NOW! how can i fix it because its realy annoying. and prolly not a good thing..
