How Do You Program a New Keyless Remote Fob?

I just bought a keyless remote fob for my 2001 GMC Safari.
The dealer wants to charge me $40 to do this!

How do I do this myself?
Do I need to buy a $50 'scan tool' to do this (I'm afraid this is so), or is there another way for me to do it?

Please help me if you can.

This is why I came to this site. I need the same info. There must be a way to do this yourself. Let me know if you get anywhere.

You may already have this info but, here it is:

1) Get in the driver’s seat
2) Close all the vehicle doors.
3) Insert the ignition key into the ignition lock cylinder.
4) Press and hold the door unlock switch on the door (not the fob).
5) While holding the door lock switch in the unlock position, cycle the ignition ON, OFF, ON, OFF.
6) Release the door unlock switch. The doors will lock and unlock to confirm the program mode.
7) Press and hold the LOCK button and the UNLOCK button simultaneously on one transmitter. After a delay of approximately 15 seconds, the doors will lock and unlock to confirm the programming of that transmitter.
8) Repeat the previous step to program up to four transmitters.
9) Turn the ignition switch to the RUN position in order to exit the keyless entry transmitter mode.
10) Operate the transmitter functions in order to verify correct system operation.
