The stock psi is around 10.5-11. The stock turbo is called a T-25, it's made by Garrett I believe, quick spool, horrible top end though. You can upgrade it to the 1st gen Turbo- TD05-14b. That's got decent spool w/ much better top end. The block can hold up to 25-27psi safely w/ the correct supporting mods. If you have any other questions, ask away.

By stock motor do you mean, just turning up the boost? Because if you do up the boost without fuel mods the most you can run on the T-25 is 16psi. True the engine itself can handle over 30psi of boost. However to do that you will need ARP head studs as anything over 22-23psi on the stockers will cause the head to lift off the block. Also the stock internals on a 2G can only handle around 400 horsepower give or take. Which means if you plan on using a turbo that can hold 27+psi all the way to redline you will need forged pistons and rods which are mucho denero. One last thing, just fyi, turbo cars dont have headers, we have manifolds. And the exhaust components you will need are a downpipe, high flow cat, and cat back.
With all the stuff you listed, with a FWD car and decent driving you should be around high 13's, the AWD will run faster. Peace
