camber install question

i just started installing my struts and coil overs and skunk 2 upper arm control. i got everything ok but when i lowered the car it was already dropped from 25 inchs(the right side) to 23 on the left(one i was working on) my question would be should i have tightened the two upper bushings as tight as they can so the arm itself cant move or should i not tighten it as much to let it move?
