Question help on Hasagawa Corolla WRC 99

guys, I am doing a primer job on the corolla, and the rear bumper does not have a smooth surface, it is so rough , and the panel line is not clean (deep and straight). I tried to sand using 400/600 and 1000, it got a bit smoother, but still very rough. I really do not know how to make it better, please help.

the bad thing is being circled around

You can try to fill it our with Tamiya Body Putty - let that dry and then wet sand everything with 400 over 600 to 1000 and you should be fine

If you have very small files use them.
On the bumper, use a small round file that fits nicly into the groove and carefully sand and shape the bumper.......do the same for the bottom smaller groove by using the edge of a really small file
