The picture is called an avatar. I'm not sure what our policy is on who is allowed to have an avatar. The old policy was that after 100 posts you were permitted to have one, but I think that has changed. What you do is go into the link at the top of every page that says "Profile" From there, click on the link called "Edit Options" Then scroll to the bottom of the page and click on "Change Avatar" You will be taken to another page where you can either use a link to an online picture of 100x100pixels, or you can use the browse to use a picture from your hard drive that is the same size.
