integra blinker?

Problem with blinkers

i was putting on clear corners the other day on my 95 teg and noticed that the smaller bulb in the corner light wasnt working. the larger bulb stays on with the lights and gets brighter with the blinkers, but the smaller bulb closer to the side of the car doesnt turn on at all and the bulb isnt blown. i checked the fuse and it was fine..i think it was the right one. any ideas on what it could be? i heard something about a bad ground wire on another website.
