Talking starting the project

okay i bought a place racing CAI and a greddy catback for my 97 GXE. The CAI came in and i already bolted it on (which was a bitch). Anyways i was hoping this would give me more low end power but when i tested it i felt it more towards the high end. i really want to work on the lower end. i know a supercharger would solve that but i dont have enough in the budget to do that right now. also is there a way to inprove my throttle reponse it feels like it hesitates a little when i really get on it.
