Need motor swap + F/I

Alright guys, here's the deal: I have realized that I have way more money in my college fund than I will ever need and have decided to get back to modding my car (I haven't done anything to it in 6 months). Besides replacing my wheels for Rota Slips 16s in gunmetal with polished lip, I am going to just work on the engine. I have a stock 92 si engine (I think it's called D16z) with about 120,000 miles on it. I want to get a motor swap and get as much power out of it I can. I will have about $6,000-$7,000 to spend on the whole project. Keep in mind that I don't have any bolt-ons and I live in California; I am trying to keep it legal. You guys know a shit load more than me, but I was looking at a B18C and a Rev Hard Stage II turbo, however I think that's illegal in CA. So, I'll leave it up to you guys to help me see where to go with the project. Thanks for any help you can give me.

its not illegal if they dont know!

and if you have to pass smog, just have 2 exhausts. one that bolts up for perfromance, then have one with 2 catalytic converters and youll pass I bet.

I know people who have failed and then jkust threw on another cat and they went back and passed easily.
