Keyless entry problem '99 s-10

I purchased this truck used. Then I bought another keyless fob GM#12490830 (just like the one that works) for a spare. I tried the directions in the owners maual (hold both lock and unlock for 7+ sec) with no success. The dealer cannot plug in a hand held computer and program it. They tried the "hold unlock button and cycle the key 2 times" manual program mode thing with no success. I tried several times too. I'm beginning to think that this is a genuine GM aftermarket keyless system. The one that came with the truck works fine. I check the 3V battery too. Help if you can. Maybe if I can rub my belly and pat my head at the same time???

Transmitter Programming

Important
Different keyless entry systems are used on General Motors vehicles. The parts are not interchangeable even though the parts may appear to be similar. Observe the back of the transmitter in order to properly identify the system. On 1999 S/T pickups and utilities, use a transmitter identified with GM/UTA preceding the part number.


With the driver door closed, hold down the power unlock button on the door panel.
Turn the ignition switch to the ON position.
Turn the ignition switch to the OFF position.
Turn the ignition switch to the ON position.
Turn the ignition switch to the OFF position.
Release the power unlock button on the door panel. The remote control door lock receiver will respond in the following manner in order to indicate that the receiver is in the programming mode:
Locking the doors
Unlocking the doors

Important
All extra transmitters must be programmed at this time. When a new transmitter is programmed, it will deactivate the old transmitters.


Hold down the lock and unlock buttons on the transmitter until the remote control door lock receiver will respond in the following manner:
Locking the doors.
Unlocking the doors.
Repeat step 7 for each additional transmitter.
Turn the ignition switch to the ON position in order to exit the transmitter programming mode.
In order to reprogram the remote control door lock transmitter with a scan tool, refer to Scan Tool instructions.

Aftermarket system?

Info on the fob that works that came with the truck


GM P/N 12490830
FCC ID: EZSOEMTX
CANADA 1513 103 2045

The new one is identical.
Is this an aftermarket GM part number?

I tried the method posted with no success.

Yeah thats GM accessory. I will get a program procedure for you. Give me a few it will take some time.
Your kit is either a vke1000,vsc3000,vsl4000,or vsl4200

Ok this looks complicated.

Do you have a fax it would take forever to type all of this in.
If you can wait I will ask our tech tomarrow. Or you could probably
get you local dealer to program it for you.

No rush since the original works fine.

I can arrange a fax number but don't have one at home.

Welcome to AF on your first post.

It is not good idea to post your email in open forums.

When a answer to your post your e mail will inform you of answer.
Open it for answer to your post.
Make sure you battery in remote is good.
The resynchrionize procedure is.
Stand Within 5 ft of truck and hold down lock and unlock buttons at same time for 7 seconds.
If everything is good it should do it thing and remote should now work.
Let us know how it goes.
