faulty pressure regulator?

Hello guys, would a faulty pressure regulator and or fuel filter cause hesitation when shifting from 1st to second gear?, detect a slight smell of fuel. Clutch replaced approximately 6 months ago. Sorry, its a 99 honda accord 4 cyl, 5 speed. To my knowledge the fuel pump or filter have not been changed in a while. Any thoughts? Thanks!!!
