having problems

i have a chevy blazer s10 1985...

my dad told me to move it out of the street because of the snow plows...I recharged the battery, started it up fine. There is only one problem, the back left tire is locked up. I dont know what to do, or how to fix it. I am only 15, i will be driving in a couple of months. My father said that if i fix it, its mine.

How long has it been sitting there? Was the problem there when it was first parked or is this something that happened just from sitting?

yes, it has been sitting there for a while...Probably about 3-4 months

More than likely the front brake pads have rusted to the rotors. On the rear, the shoes have probably rusted to the drums. I'm surprised they didn't break loose when you moved it, or maybe they did and there's just a build up of rust that needs to be removed/cleaned out. Start by removing the wheels and drums and take a look.
