96 z24 cavalier with no head lights

her is a stumper we have no head lights no park lights no dash pr interrior lights and now the car only starts for like 3 sec and dies we have tried sever things and no luck fuseabl links ignition swich grounds and checked the computer no luck we r now banging our heads but only when it rains will some thing short out and make dash lights and interror lights come on for a lil bit and the car will stsart and run like a champ i hope yall can help us we stuck and some feed back would be great thanks

here is a stumper we have no head,park,dash,or interror lights and the car will only start only for about 2 or 3 seconds then die we have tried plenty of things to fix it but no luck we have checks fuseable links ignition swich computer and grounds but no luck they waz all fine but only ONLY when it rains does some thing short out and it will start the dash,interror lights will come on and my guages will work ,but no lights out side my day light light on the dash will flash. now when i trun on my light i loose every thing then i have to pull my e-break to get them to come on agen but i hope some one cam please help and any feed back would be greatly appreciated we r banging our heads and money running low now thanks

also the guy we got it from said they put a new gas tank and straps with new hoses on it and thats (when they quit working ) so he says
