94 Astro won't start unless add starting fluid

I have 94 Astro with Vortex 4.3 engine. It doesn't start unless I open the trottle body and spray starter fluid directly into it. Then it runs just fine, but once it's turned off, it won't start again unless I repeat the above operation. I had a new fuel pump put in last year, so the pressure is fine. No leaks. Complete tune-up was done this spring.
Any suggestions?

A fuel pressure check is in order-- System needs 61 psi to start-- a little less to run....like as low as 54 psi or so- so have the fuel pressure checked- if low, then you either have a leak- or a fuel pump on its way out....if pressure holds after key on then off- then I'd say the fuel pump is bad-- if pressure drops like a rock-- then you have a leak.

Thank you very much for your quick response, but I don't think it's either of the problems you've mentioned because i have a new fuel pump and smell no leaks. Do you have anything else in mind?

brcidd is right, no doubt about it, low fuel pressure.
