99 EM1 rear brake pads

I have 99 civic si, and i replaced my rear brake pads like 2-3 weeks ago. I notice that both top half of the outside Rotor is wearing and the bottom half of the rotor is not wearing and rusting. The inside rotor of both side are wearing all around the rotor evenly. The e-brake does not work very well.

Could that be cause of bad pads or bad calipers/sieze piston or anything? any help will be appreciate it.

Its not the pads, check your other components.
