93 3.9 regulator

My 93 will start the first time and run fine. Turn the key off and try to restart, it will fire and die. I can feather the gas to keep running until the problem clears. I believe it to be the regulator as I am reading 39 psi with the regulators vacum hose connected. Should be 31 to 33psi. When I remove the vacum hose pressure spikes to 45 psi. Book says replace regulator in that situation. Problem is the book I have does not show how to remove it from the fuel rail. Book says remove two bolts. I have no bolts to remove. It appears the regulator is held in with some type of snap ring? Any tips on how to remove.
