4x4 woes

short and to the point here. 1998 blazer 4.3L v6, 233 transfer case. i push 4hi and the drive shaft starts to spin but front tires dont. i put it in neutral and push 4lo the change over happens but no go on the front tires. i checked for codes, no codes are been shown, i checked for vaccum on top of the transfer case and there is good suction. i checked the motor it works, i checked the vaccum actuator and cable it all work. however something i did notice was the vacuum actuator under the battery tray is NOT bolted down. can that cause it not to pull on the shaft out all the way.??
