1996 k2500 w/ a 454 suburban easy question

heres my problem forgive me i'm sure this has been posted before.
it has a hard time starting just turns over. takes 3-4 times to get it going i checked the fuel pressure with the ignition on and it is at 0 psi. when i get it started the fuel pressure is at about 30 psi at idle. i pretty sure it is the fuel pump just want to make sure before i replace it.
thanks

Check the pressure regulator. Removing the vacuum hose from it or pinching off the return line should increase the pressure significantly. If not, suspect the pump.

How does it start with 0 fuel pressure at the rail, something is not right in the check out results. The injector poppets will not activate under about 58 psi.
