E350 460 efi fuel problems

I have a 1988 Ford E350 460 efi RV- I can start only by spraying starting
fluid into housings leading to injectors. inspected external fuel pump- bowl had gas in it, took fuel filter off today and will buy new- but it was not too old, could my problems be with the regulator, or relay??? I also looked for the fuel safety shutoff switch on the passengers side-all around the ac components but could not locate. I'm trying to get this started and not sure what order to proceed to troubleshoot. Its been idle all year- the gas may be old- could
this also contribute to any of my problems. is there any additive I should add
since we do not take it out very often?

dont use starting fluid to try and start a fuel starved engine, not a good thing.
If you must feed it fuel, put some gas in a spray bottle or find another way to get gas into the combustion chamber.
this could be a (water in the fuel) situation.
You have the fuel line disconnected, put a small rubber fuel line onto your existing fuel line, run it into a glass quart jar and turn over the engine to see if you have fuel, and if you do, if there is any water in the system it will sink to the bottom of the jar and you will be able to see it.
just one thing you can eliminate
