96 Bronco speedometer problem

Hello,
I have a 96 Bronco with a no-go speedo. In my Haynes manual it lists a rear speed sensor located in the rear axle housing and also a front speed sensor located at the front ABS caliper. Do I need a signal from both front and rear sensors for the speedometer to work. I tried swapping out the instrument cluster with no results. Does anyone know what may be causing this problem? Thanks.
