'78 Corvette Toon
I posted this image awhile back, it was done in ink as a rough draft. I have been palying in PS trying to get it even more toony. and am happy with the progress I have made so far. looking at some of the other toons on here I know I have alot to learn still. Anyways.. this image, when done will be on tshirts and pit shirts for the race team next summer.. so I have some time to improve. Any comments or ideas...tip..tricks.. greatly appreciated. thanks again.... also... anyone have and tuts or links that may direct me how to make smoke in PS that looks like smoke. I am sure it is easy... I just played around and figured to use the Liquid tool to make the flames... I really would love to make some impresive clouds of smoke though...

making smoke is very easy, just search "smoke photoshop tutorial" on the net, you will find lots of them.

Nice design, good toony proportions to you drawing.
One suggestion I have is if you are going to use this as a t-shirt design, I would work on the line work. Adding bold outlines and detailed shape lines helps to better define the image and make it easier to see when printed on a shirt. Here's a quick example of where I added just a few lines/outlines to your toon:
