88 z24 intake problem

ok we have a 88 z24 it starts up and idles fine but when you apply throttle to it it will rev up as normal then "stick" and somtimes climb a little higher.throttle is closing all the way on the TB.if you take a light and look inside the tb while it is doing this you can see it flowing heavy gas into motor and very high revs.sumtimes you can wait 30 secs or so and it will go away or i haft to tap the throttle 5 to 10 times to idle normal bbut as soon as i hit the gas agin it goes right back to doing it.also it makes a real bad air hissing noise like you took the valve stem outta a tire wile it is doing this.any help would be appreciated .since its real hard to let out the clutch at 4 to 5 k.lol gives a lil bit of a jerk

if i were you, I would check the vaccum lines to make sure they are all in the right positions. there are diagrams online, or you can check out a chilton automotive handbook.
