Lighter Issue

I still have a '97 Grand Prix (by the way, thanks to all those who posted suggestions on my last dilema).

This time, I have a slightly less confusing problem. I have a Sirius radio and use the passenger floor outlet to power it. Every time I hit a severe bump the radio shuts off and then turns on after a few seconds. I suspect it is the lighter as I never had this problem with the Sirius before. Also, the ashtray lighter doesn't seem to have any power.

Any suggestions? I checked the fuse but I have also read there are several fuses for these outlets. Anyone know how to remove the center console to check the wiring behind the floor outlet?
