Paint Touch-up job - rubbing compound?

Three weeks ago I tried to take care of some scratches on the front bumper of my Toyota Camry by sanding and reapplying paint and clearcoat, etc. I was very happy with how it turned out, but there were some raised ridges along the areas where I had masked off due to accumulation of paint and clearcoat along the tape.

I expected that this would happen and was under the impression that I could get rid of these with rubbing compound. I tried applying rubbing compound with a rag today, but didn't have any luck. Can anyone please offer advice? I was afraid to try sanding down with sandpaper, but is this the next step I should move on to?

I tried two different rubbing compounds--a medium duty and a heavy duty and I don't think I saw any change in the elevation of the ridges.

Any advice or help would be appreciated. Thanks.

Try Langka -- it temporarily softens the paint and allows you to smooth it out without rubbing or sanding.
