Timing marks

The mark on the left cam sprocket won't stop TDC but the right one will. Do both cams need to have the valves completely seated when setting this mark on the left cam sprocket or is it suppose to be half open while the right is closed?

The timing marks of the camshaft pulleys align with the marks on the timing belt cover above the camshafts.

I know that the arrows are suppose to line up with the marks at 12 oclock. What I don't know is if the valves on the left cam are suppose to be half open when the right cam valves are seated. When I turn the cam sprocket the arrow will only stop at ten and two.If both cams are suppose to be at 12 oclock with the valves seated, how do I get the left cam to stop at 12 with the valves seated?
