2.0 variable cam

Hi, this is my first time post so bare with me plz.
I have never dealt with many Fords in the past so Im not familiar with the 2.0 dual cam in a 98 escort. My brother-in-law said that his car stalled in a parking lot after driving it for about 1.5 hours. It was towed to a FORD dealer, they said the timing belt was out. They replaced the belt adn pulleys. 500 dollars worth including labor. He went to pick it up. It started and stalled in the FORD parking lot. The technicians said it was the variable cams that were out adn was going to be an aditional $1000 to fix. He towed it home adn now it sits. He asked me to take a look at it but like i said im not familiar with them so I dont know where to start. Oh the car has 180K. HE just wants to get it running to sell he has purchased aother car.
Any help would be very much appreciated.
