Towing an S-10

I have an S-10 that I need to get from WA to TX! I plan on pulling it behind my truck, but a friend of mine told me about this new brakebuddy law. I did a little of my own research into it, but yet to figure out if it is only intended for motorhomes pulling vehicles, or if it applies to trucks pulling vehicles behind as well. Each state seems to have its own specifications, so the weight of the S-10 is the catch in the end. How do I figure this out, and does anyone else have anything that can help me have a safe adventure?? THANKS!

So what is your question?
How are you planning on towing it? with a Car trailer, car dolley, or a hitch mounted on the front of the S10?

My '93 S-10 4.3L rwd short bed was about 3,300 LBS with a full tank of fuel. Go to a scrap yard or a quarrey or really anywhere that has a scale and see if they'll weigh it for you.

If I were you, I'd rent a car trailer that has a braking system built into the trailer tongue. I know Budget has them, but they will only rent a trailer if you rent a truck. I'm not sure what U-Haul or other have, but I'm sure other places rent trailers alone.
