95 monte carlo 3.4 no start when cold

say when about below 40 degrees it will not start?when you try it fluters a touch but that is it, it will just crank after that. starts fine when above 40-45.
fuel pressure is 42 while cranking.have solus scanner when car is running no codes at all.but when cannot start there is no comunication to scanner?even after it starts still no codes.

any ideas would be helpful.

PCM bad corroded a hole in it , took it apart and corrosion inside

was the seal bad on the ROM chip door? did you hear air pressure release when you opened the door?
