98 Blazer Heater flow

98 Blazer,
The directional function on the Heat/AC has no response,Seems to have vacuum but will not switch from floor to dash to defrost and etc.
Any ideas,has anyone had this issue with the switches?

Auto matic or manual ac controls?

The main issues on vent controls is not getting good vacuum from engine to switch.
How much vacuum are you getting to switch?
