static noise from dash

Off the gas and at low speeds there is this annoying static sound coming from inside the dash. It dissapears when i give it gas and reach about 10 mph. I originally thought it was a problem with the multifunction because my brakelights/hazards didnt work properly, so i had that replaced. It fixed my brake/hazard problem, but the weird static noise is still there. It isn't loud enough to be a bother with some music on, but it still bugs me and I'd like to know what it is, any ideas?

Do the HVAC controls work properly? ie are you able to switch air flow from defrost to heat etc?

I also get a static type noise (not radio) from dash area..and I can not switch the defrost to heat..it always comes from the vents unless I close them,then It works.
Whats that mean?

More than likely there is a vacuum leak in the HVAC system, and that's what you're hearing. Could be a vacuum line, an actuator, or the control switch.
