94 s10 4.3 vortec cpi wont start unless jumped headlights and tailights only work on pass side voltmeter shows no charging

Go to Autozone or Advance and get the charging system checked free. If you have a bulb that lights if it isn't charging burns out the system won't charge.

I thought it was cause I just swapped the motor for another one and battery sat idle for 2 weeks and with me starting and stopping i well any idea why my tach is flipped over to the red with engine off it just stays like that

Check the wiring to the tach it should be connected to the correct terminal on the distributor.
